20 April 2026 — Auditchain Labs AG today filed its response to the UK Financial Conduct Authority’s Consultation Paper CP26/13, Cryptoasset Perimeter Guidance (April 2026). The consultation sets out the FCA’s proposed guidance on the scope of the new regulated cryptoasset activities that will take effect on 25 October 2027.
The submission responds to each of the six questions posed by CP26/13 and supplements those answers with architectural observations on the interaction between the new perimeter and adjacent UK regimes — the Critical Third Parties regime under section 312L of FSMA, the Bank of England’s proposed regime for sterling-denominated systemic stablecoins under Part 5 of the Banking Act 2009, and the HMRC Cryptoasset Reporting Framework under SI 2025/744. The submission also maps each section of Auditchain’s Blockchain Network Participation (BNP) disclosure framework to the UK statutory, regulatory and perimeter-guidance provisions it engages.
The CP26/13 response is the latest in a coordinated policy of regulatory engagement by Auditchain across the major financial regulators implementing stablecoin and cryptoasset frameworks.
The following submissions have been made:
US Federal Deposit Insurance Corporation (RIN 3064-AG20) original filed February 2026
US Federal Deposit Insurance Corporation (RIN 3064-AG20) Supplemental filed March 2026)
Office of the Comptroller of the Currency (Docket OCC-2025-0768, February 2026)
National Credit Union Administration (Docket NCUA-2025-1335, April 2026)
Further submissions are in preparation in response to the OCC’s GENIUS Act implementation rulemaking (closing 1 May), the US Treasury’s state-oversight rulemaking (closing 2 June), the FDIC’s GENIUS Act Requirements and Standards rulemaking (closing 9 June), and the NCUA’s Phase II implementation rulemaking. Auditchain’s policy engagement is expected to continue across relevant US agencies when the pending Digital Asset Market Clarity Act of 2025 is operationalised.
The FCA’s consultation closes on 3 June 2026. Final guidance is expected in September 2026, with the new regime’s authorisation gateway open from 30 September 2026 to 28 February 2027.
