Washington D. C. – April 27, 2026 – Auditchain Labs AG today submitted a comprehensive comment letter to the Office of the Comptroller of the Currency (OCC) on Docket OCC-2025-0372, addressing the agency’s proposed rulemaking to implement the Guiding and Establishing National Innovation for U.S. Stablecoins (GENIUS) Act.

The comment letter urges the OCC to incorporate the company’s Blockchain Network Participation (BNP) Disclosure Taxonomy — a fully structured, machine-readable framework consisting of 148 input questions mapped to 125 XBRL output elements across eight disclosure domains — directly into the final rule, specifically to strengthen operational risk management requirements under § 15.13.

Key elements of the proposed BNP framework include mandatory disclosures on:

The submission emphasizes that reserve attestations alone create an illusion — the false assumption that fiat backing alone guarantees stability. True operational security for stablecoins requires continuous, machine-readable transparency into the underlying blockchain infrastructure, cross-chain bridges, validator dependencies, and Maximal Extractable Value (MEV) surfaces that can render even fully reserved assets inaccessible or depegged.

“This submission represents a significant step toward modernizing U.S. stablecoin regulation with structured, computable data that matches the speed and complexity of blockchain infrastructure”, said Jason Meyers, Lead Architect at Auditchain Labs AG and contributor to the Rutgers CAR Lab research paper Beyond the Fiat Vault. “The GENIUS Act’s reserve-focused approach must be supplemented with infrastructure disclosures. Our BNP XBRL-JSON taxonomy provides regulators with the supervisory tool needed for true safety and soundness and conflict of interest oversight.”

The proposal to OCC builds directly on Auditchain’s broad policy campaign and direct engagements with the FDIC (RIN 3064-AG20, February and March 2026), OCC on Bank Chartering and NCUA 2025-1335-0001

The full comment letter is publicly available on Regulations.gov under Docket ID OCC-2025-0372-0122.
