## The Comprehensive 79 page submission provides a plug and play machine-readable disclosure framework for permitted payment stablecoin issuers that includes disclosure of mining, validation and staking activities by PPSIs and their affiliates.

**WASHINGTON, D.C.**, September 23, 2026 — [Auditchain Labs AG](https://auditchain.com), the provider of regulatory disclosure automation infrastructure for the crypto space has filed a 79 page submission with the Federal Deposit Insurance Corporation on the agency’s proposed weekly and quarterly reporting forms for permitted payment stablecoin issuers under the GENIUS Act.

The narrative, specification and draft samples respond to the FDIC’s notice and request for comment on its proposed Forms PS-01 (weekly activity and reserve reporting), PS-01a (the short-form weekly report for smaller issuers) and PS-02 (the quarterly report of condition and income).

This is Auditchain’s fourth GENIUS Act submission to the FDIC and its eighth to the federal banking agencies and the NCUA since February 2026. See full docket index: [https://auditchain.com/about/policy/](https://auditchain.com/about/policy/)

## FDIC Request and Auditchain’s Response

The FDIC asked which structured format would work best for these filings. Auditchain’s answer is XBRL JSON: one shared taxonomy with the Office of the Comptroller of the Currency, shipped with the validation rules the instructions already describe in prose, and extended so each issuer and its affiliates disclose mining, validation, staking and related blockchain network participation (“BNP”) activities for PPSIs and regulated entities within the perimeter of the GENIUS Act.

In plain terms, the submission makes three points.

**1. Put the reports in a format the FDIC already runs.**
The FDIC asked which structured format would work best for PPSI filings. XBRL is the same semantic layer the agency has used for Call Reports since 2005, and contains the machine-readable attributes the FDTA Joint Data Standards require. XML, JSON and CSV remain available as transports. What XBRL adds is the missing piece: published definitions, statutory references, calculations, dimensions, and executable rules so every weekly and quarterly file arrives with its meaning attached. One taxonomy, specified jointly with the OCC, lets an issuer supervised by both agencies use the same taxonomy across the FFIEC infrastructure.

**2. Ship the checks the instructions already describe.**
The weekly and quarterly instructions already tell filers to leave formula cells alone and to complete internal consistency checks before they submit. Publishing those checks as a machine-executable rule set with the taxonomy operationalizes the acceptance test. Derived cells are computed. Every “sum of” and “must equal” becomes an assertion. The one-to-one reserve requirement and the 40 percent concentration limit become rules of the collection, with their measurement basis stated. A filing that does not satisfy a rule is returned with the failing rule identified. Short-form eligibility on PS-01a is derived from reported inputs rather than asserted.

**3. Close Supervisory Gaps with Blockchain Network Participation.**
The proposed forms already collect the reserve book and the mint-and-redeem tape. Adding BNP schedules; issuer participation, affiliate participation, and aggregated concentration and systemic risk gives supervisors the settlement layer facts that sit under those balances: who mines, validates and stakes on the networks where the stablecoin lives, and who receives the economics of that activity. Those facts also give the yield prohibition a fact pattern detection mechanism instead of a checkbox. The schedules are already included in the FDIC’s dockets and are loaded in the sample models. XBRL US has recommended the same BNP disclosure elements to the FDIC, the OCC and the NCUA.

## Sample Forms

The following are the machine-readable sample reports with the proposed BNP schedules included in the FDIC submission:

- **[PS-01 — weekly long form](https://luca.pacioli.ai/luca/view/ac408d76a61c9984077a41efb2ccbe65063aedc070b25b527ec49b787ef00c416cfa3e11/index)**
- **[PS-01a — weekly short form (eligibility computed by rule, not asserted)](https://luca.pacioli.ai/luca/view/ac408d76a61c9984077a41efb2ccbe65063aedc070b25b527ec49b787ef00c41e2560fbb/index)**
- **[PS-02 — quarterly condition and income](https://luca.pacioli.ai/luca/view/ac408d76a61c9984077a41efb2ccbe65063aedc070b25b527ec49b787ef00c4149230f44/index)**

All of the fact data contained in the samples is fictional. Users can click through the schedule hierarchy, the axes (day, chain, CUSIP, agreement, reserve category), and the rule families: consistency, roll-forward, member aggregation, derivation, and executable assertions including the short-form gate that forces Schedules D through H off the page when the issuer actually qualifies, and onto the page when it does not.

Auditchain believes one shared taxonomy, filed through the FFIEC system the OCC, the Federal Reserve and the FDIC already use, would simplify reporting and cut costs for the agencies and for PPSIs. Issuers would map their data once. Supervisors would maintain one rule set instead of three.
